CONSTRUCTION MANAGER AT RISK FOR NEW TOWN HALL - RFP


The Town of South Palm Beach is seeking Proposals from firms (“Proposers”) qualified and experienced in providing Construction Manager-At-Risk services to construct a new town hall at it's current site. The Town has hired CPZ Architects to serve as architects for the Project duration and oversight. For purposes of pricing bond and insurance costs for this Proposal, assume that the value of the CMAR contract, including the GMP, is estimated at $7,000,000.00.

This Request for Proposals contains information and instructions to enable interested Proposers to prepare and submit a Proposal and describes the terms and conditions that the successful Proposer will be expected to accept as part of the performance of the Contract.

Interested Proposers may obtain an RFP packet by visiting the Town’s official website at www.southpalmbeach.com. Plans and Specifications and construction documents will be available for download with instructions posted to this page as made available.

(02-06-26) The Town posted an eligible bidder form to fill out requesting/acknowledging receipt for full plan sets (per the Florida Statutes as excerpted below). You may also view linked conceptual presentations and posted updates on the "Town Hall" tab on this official town website. 

Per Florida Statutes:

  • Section 119.071(3)(b)1., F.S., exempts building plans, blueprints, schematic drawings, and diagrams which depict the internal layout and structural elements of a building, arena, stadium, water treatment facility, or other structure owned or operated by an agency. Exempt information may be disclosed to another governmental entity, to a licensed professional performing work on the structure, or upon a showing of good cause to a court. Section 119.071(3)(b)3., F.S. Exempt documents may also be released in order to comply with competitive bidding requirements. AGO 02-74. However, the entities or persons receiving such information must maintain its exempt status. Id. And see 119.071(3)(e), F.S. (exemption for records which depict structural elements of 911, E911 or public safety radio communications system infrastructure, structures, or facilities owned and operated by an agency; and geographical maps indicating actual or proposed locations of such infrastructure, structures, or facilities). 

  • Section 119.071(3)(c)1., F.S., exempts building plans, blueprints, schematic drawings and diagrams which depict the internal layout or structural elements of various attractions, retail, resort, office, health care facilities, and industrial complexes and developments when the records are held by an agency. The exemption afforded by this statute, however, does not apply to comprehensive plans or site plans, or amendments thereto, which are submitted for approval or which have been approved under local land development regulations, local zoning regulations, or development of regional impact review. Section 119.071(3)(c)3., F.S. And see s. 119.071(3)(d) (information relating to the National Public Safety Broadband Network deemed confidential if disclosure would reveal information set forth in the exemption).

Project Schedule:

Proposers shall use this schedule as a basis for preconstruction and site management staffing, construction general conditions and fees submitted with their Proposal.

Proposal Due Date:

All Proposals are due no later than Thursday, March 12, 2026, 2:00 p.m. EST, or any time prior thereto at the Town of South Palm Beach, ATTN: Town Clerk’s Office, 3577 South Ocean Blvd., South Palm Beach, FL 33480. All proposals received will be publicly read on the date and at the time specified. All proposals received after that time shall be returned, unopened, and will not be considered.
